简要规则描述：为提高惠南镇社区养老服务的管理服务水平、运作效率和拓展服务领域,满足老年人日益增长的专业化、多样化服务需求。拟通过竞争性磋商的方式确定合格的供应商管理惠南镇7家综合为老服务中心和1家单独设置的社区老年人日间照护中心。工作具体项目内容、采购范围及所应达到的具体要求，以磋商文件相应规定为准（详见采购需求）。            

Brief Specification Description: In order to enhance the management and service level, operational efficiency, and expand the service scope of community elderly care services in Huinan Town, and to meet the growing demand for specialized and diversified services among the elderly, it is proposed to determine qualified suppliers through competitive negotiation to manage seven comprehensive elderly service centers and one separately established community day care center for the elderly in Huinan Town. The specific project content, procurement scope, and specific requirements to be met shall be subject to the corresponding provisions of the negotiation document (see procurement requirements for details).

二、申请人的资格要求 2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(b)落实政府采购政策需满足的资格要求：鼓励节能政策、鼓励环保政策、扶持中小企业政策、支持监狱企业发展政策、残疾人福利性单位政策、购买国货等政府采购政策。        

(b)Qualification requirements to be met to implement government procurement policies: Policies encouraging energy conservation, policies promoting environmental protection, policies supporting small and medium-sized enterprises, policies supporting the development of prison enterprises, policies for welfare-oriented units for the disabled, and government procurement policies such as purchasing domestic products.        

(c)本项目的特定资格要求：(1)本次磋商需要网上响应，供应商必须获得上海市电子签名认证证书（CA认证证书）；
(2)本项目非专门面向中型、小型、微型企业采购；
(3)是否允许联合体响应：不允许。        

(c)Specific qualification requirements for this program: (1) This consultation requires online response, and suppliers must obtain a Shanghai Electronic Signature Authentication Certificate (CA Authentication Certificate); (2) This project is not specifically targeted at procurement for medium, small, and micro enterprises; (3) Whether consortium response is allowed: No.
