5. 报价人资格要求 / Qualification Requirements for Tenderer

5.1 投标报价人必须合法注册具有独立法人资格，具有独立承担民事责任的能力。 An enterprise legally registered with independent legal‑person status and capacity to independently bear civil liabilities.

5.2 本次采购不接受联合体响应。 Consortium responses shall not be accepted for this procurement.

5.3 其他具体要求可见浪潮电子采购平台公告及采购文件。 For other specific requirements, please refer to the announcements and procurement documents published on Inspur e‑Procurement Platform.

5.4 须浪潮电子采购平台注册认证供应商。Tenderer shall complete registration and certification on the Inspur e‑Procurement Platform.

6. 谈判采购文件的获取 / Obtaining Negotiation Procurement Documents

凡有意参加报价者，请于 2026‑10‑08 13:45:00 至 2026‑10‑11 13:45:00（北京时间，下同)，登录浪潮电子采购平台（#）下载电子文件。 

All interested tenderers shall log on to Inspur e‑Procurement Platform (#) to download electronic documents from 2026‑10‑08 13:45:00 to 2026‑10‑11 13:45:00 (Beijing Time, same hereinafter).

7. 报价文件递交及报价开启 / Submission and Opening of Tender Documents

7.1 报价文件递交的截止时间（投标截止时间，下同）为 2026‑10‑11 13:45:00，响应人应在截止时间前通过浪潮电子采购平台（#）递交电子报价文件。 

The deadline for submission of tender documents is 2026‑10‑11 13:45:00. Tenderers shall submit electronic tender documents via Inspur e‑Procurement Platform (#) before the deadline.

7.2 逾期送达的报价文件，电子采购平台将予以拒收。 

Tender documents submitted after the deadline shall be rejected by the e‑procurement platform.

7.3 项目报价开启时间为 2026‑10‑11 13:45:00，响应人应准时参加报价活动并在线签到，未签到的视为承认报价开启记录，事后对此提出任何异议无效。

 Tender opening time: 2026‑10‑11 13:45:00. Tenderers shall attend and complete online check‑in punctually. Failure to check‑in shall be deemed acceptance of the tender‑opening records; any subsequent objection shall be invalid.

8. 发布公告的媒介 / Announcement Publication Media

本次采购公告同时在浪潮电子采购平台（#）、阳光采购服务平台（#）上发布，请于 2026‑10‑11 13:45:00 前响应，并确认是否参与项目，截止时间前未响应者无法参与报价。 

This procurement announcement is published simultaneously on Inspur e‑Procurement Platform (#) and Sunshine Procurement Service Platform (#). Please respond and confirm participation before 2026‑10‑11 13:45:00. Those failing to respond before deadline cannot submit bids.
