(b)落实政府采购政策需满足的资格要求：本采购项目执行政府采购有关鼓励支持节能产品、环境认证产品以及支持中小企业、残疾人福利性单位等的政策功能。根据财库[2020]46号文，本项目专门面向中小企业。        

(b)Qualification requirements to be met to implement government procurement policies: This procurement project shall implement the government procurement policy functions pertaining to the encouragement of and support for energy-saving products, environmentally certified products, as well as support for small and medium-sized enterprises, welfare units for persons with disabilities, and other such entities. Pursuant to Caiku [2020] No. 46, this project is specially designated for small and medium-sized enterprises.        

(c)本项目的特定资格要求：1、符合《中华人民共和国政府采购法》第二十二条的规定
2、未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单
1)具备建设部颁发的建筑工程施工总承包三级及以上资质，且具备有效的安全生产许可证；
2)本项目拟派项目经理须具备建筑工程专业贰级（及以上）注册建造师执业资格，具备有效的安全生产考核合格证书，且不得担任其他在建建设工程项目的项目经理；
3)本项目不接受联合体投标；
4)根据财库[2020]46号文，本项目专门面向中小企业。
